Add LLM Classification Contract v1.0
Defines prompt, output schema, and validation rules for span-level
URT classification:
- System prompt with span extraction rules
- JSON schema for structured output
- 4 few-shot examples (multi-span, temporal, comparative)
- Structural and semantic validation rules
- Error handling with retry + fallback
- Performance considerations (token budget, batching, caching)
