feat(web): payload uses postgres in prod, sqlite locally
Production containers get DATABASE_URL (postgres) — Payload creates tables in a 'payload' schema. Local dev falls back to SQLite file for zero-config. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
