chore(broker): comment migrate skip flag as break-glass only
Now that the filename-tracked runner is in place and prod is bootstrapped, BROKER_SKIP_MIGRATE=1 is no longer needed. Removed from Coolify env; the comment is updated to reflect that the flag is a break-glass for ops, not the steady-state. Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>
